It is permissible for an agent entrusted with delivering to take from it if he is among the poor or needy, due to the generality of Allah's statement: "Indeed, [ prescribed ] charitable offerings are only to be given to the poor and the needy." This taking is considered an entitlement, not a loan. However, if the owner of the wealth specified the beneficiaries, it is not permissible for the agent to take from it, even if he is poor.
