Is it permissible to take from the zakat funds allocated for the needy when there is dire need, with the intention of repayment?

It is permissible for an agent entrusted with delivering zakat to take from it if he is among the poor or needy, due to the generality of Allah's statement: "Indeed, [ prescribed ] charitable offerings are only to be given to the poor and the needy." This taking is considered an entitlement, not a loan. However, if the owner of the wealth specified the beneficiaries, it is not permissible for the agent to take from it, even if he is poor.
