What is the ruling on enjoying women without committing fornication, through kisses and other acts?

Adultery is not confined to fornication of the private parts; it also includes the adultery of the eye through gazing and of the tongue through speech, and other forms, as the Prophet, peace and blessings be upon him, made clear. It is not permissible to trivialise the preliminaries to adultery, such as kissing, seclusion, touching, and gazing; for these are prohibitions that lead to the major indecency. Allah Almighty has commanded Muslim men and women to lower their gaze, for it is purer for them and preserves their chastity. A Muslim must fear Allah and keep away from prohibitions that lead to adultery. And whoever is afflicted with any of these, upon them is to repent, for the one who repents from a sin is like one who has no sin. And among the greatest expiations for sins is the diligent observance of the five daily prayers.
