Lottery is a form of gambling (maisir), which is forbidden by Islamic law. Neither guaranteeing a win nor taking precautions changes the fact that it is forbidden. Gambling is based on devouring people's wealth unjustly, and it sows enmity and hatred, and it turns people away from the remembrance of Allah and prayer. Likewise, it is not permissible to take out a usurious loan (riba) to buy a home, except in cases of extreme necessity. The prohibition of usury is not affected by whether the country is Islamic or non-Islamic.
