It is not permissible for a woman to uncover her face in front of non-mahram men. Photographic and video recording are subjects of dispute, and it is better to avoid them unless there is a need. If permissibility is stated, then there is no harm in a woman being photographed with her brother if she is sure that non-mahram men will not see the picture.
