Is residing in a foreign country for political asylum, due to an inability to pay debts, and while adhering to religious commitments and engaging in da'wah (inviting to Islam), considered permissible (halal) or forbidden (haram), especially given that residing in lands of disbelief is prohibited?

It is permissible to emigrate to a land of disbelief for work and to pay off debts if the emigrant is upright and committed to his religion, provided that he does not lie about the reason for his stay, such as claiming political asylum when he is not, rather he must be truthful, or request humanitarian asylum.
