What is the ruling on emigrating and residing in a non-Islamic country due to fear for one's life from tribulations, unrest, and killing?

The scholars have issued a fatwa that the default is the impermissibility of a Muslim residing in lands of disbelief due to the Prophetic narrations prohibiting it and the abundance of indecencies in lands of disbelief. It may be permitted out of necessity or need if two conditions are met: the Muslim is able to openly practice his religion and observe its rituals, and there is an overriding benefit that cannot be achieved in Muslim lands, along with the presence of knowledge to repel doubts and a faith that prevents falling into desires. If these conditions are not met, then it is not permissible to travel or reside in lands of disbelief.
