What is the ruling on a Muslim and his children emigrating from Islamic countries where corruption is widespread to countries of emigration?

The ruling on traveling to disbelieving lands has been clarified in a previous fatwa. And the questioner's statement that Muslim lands have become more disbelieving due to some sins and abominations is incorrect, because theft, bribery, fornication, and alcohol consumption are not acts of disbelief. A Muslim must beware of accusing a Muslim of disbelief due to a sin he committed, based on the Prophet's (peace and blessings of Allah be upon him) saying: "Whoever calls a man a disbeliever, or says: 'Enemy of Allah,' and he is not so, then it will recoil upon him."
