Is giving charity to the needy a commendable Sunnah or an emphasized one, and why is the sacrifice (Udhiyah) an emphasized Sunnah while giving charity to the needy is a commendable Sunnah?

The sacrificial offering (Udhiyah) is better than giving its price in charity. This is because the Prophet, peace and blessings be upon him, and the Caliphs consistently performed it, even with the presence of those in need. Moreover, abandoning it would lead to abandoning a Sunnah established by the Messenger of Allah, peace and blessings be upon him. The prescribed charity, which is permissible at all times, differs from the time-bound Sunnah of the sacrificial offering. Charity becomes obligatory if a needy person reaches a state of dire necessity, and in such a case, it is better than a supererogatory Hajj and than the sacrificial offering. Giving in times of calamity is obligatory, and feeding the hungry and clothing the naked is a communal obligation (fard kifayah).
