Is it permissible to curse a non-belligerent infidel with whom there is a covenant, in his absence, based on Allah's saying: "Indeed, Allah has cursed the disbelievers"?

What is stated in the noble verse is the cursing of the class of disbelievers, and there is no disagreement among scholars regarding its permissibility. Some scholars said: "It is not permissible to curse a specific individual, but it is permissible to curse a class, according to the discerning."
