Is it permissible to lease a commercial license issued in my name to another person for a monthly or annual fee?

There are two scenarios for leasing or selling a commercial registration:

1. If the competent authorities have not authorized it, then it is impermissible due to the ensuing harms.

2. If the competent authorities have authorized it, then there is no objection, as there is no deception (gharar), misrepresentation (tadlis), or disobedience to the ruler (wali al-amr).
