The answer

The majority of scholars are of the opinion that a woman cannot give herself in marriage, nor can she give another woman in marriage, nor can she appoint anyone other than her guardian (wali) to marry her off; otherwise, the marriage is invalid. If a woman does not have a suitable guardian, the Muslim judge (qadi) marries her off. If the judge is unavailable, a Muslim man may marry her off with her permission.
