Is it permissible for a woman to stand on the roadside without an urgent necessity?

Allah has forbidden women from displaying their adornments (tabarruj) and commanded them to remain in their homes, not leaving except for a need, due to His saying, the Most High: "And abide in your houses and do not display yourselves as [was] the display of [the former] ignorance." The Prophet, peace and blessings be upon him, forbade sitting in the roadways. The rights of the road include: lowering the gaze, refraining from causing harm, returning greetings, enjoining what is right, and forbidding what is wrong. The prohibition of sitting includes standing, and this is even more emphasized for women because they are commanded to remain in their homes. Therefore, they are forbidden from standing in the road without a need, and they must return to their homes after fulfilling their needs.
