Is a person considered a criminal after uttering the Two Testimonies at the time of death?

Whoever pronounces the two testimonies is judged to be a Muslim. If one is guided to utter them at the time of death, it is a sign of goodness, and it is hoped that one will achieve salvation on the Day of Resurrection through it. No one can stand between Allah's mercy and whoever seeks it.
