The preponderant opinion is that the thigh is part of the 'awrah (private parts) due to what was narrated by Ahmad and Al-Tirmidhi from Jarhad, that the Prophet, peace and blessings be upon him, said: "Cover your thigh, for the thigh is part of the 'awrah." Some scholars, like Ibn 'Uthaymeen, differentiated between the thigh adjacent to the private parts and what is below it, and between a young man and an old man, stating that a young man's thigh is a source of fitna (temptation), unlike an old man's. The correct view is that in prayer, what is between the navel and the knee must be covered. Outside of prayer, it may be said that the thigh is not 'awrah in terms of looking, but it must be covered by young men for fear of fitna.
