What is the interpretation of the noble Hadith: "The mind of the disbeliever is half the mind of the believer"?

The noble Hadith states, "The intellect of the disbeliever is half the intellect of the believer." It also states that the blood money (diyya) of a disbeliever is half the blood money of a believer. The blood money is called "'aql" because it restrains the tongue of the murdered person's guardian. Jurists have differed on the amount of blood money for a disbeliever, after agreeing that there is no blood money for a disbelieving combatant.
