Voluntary charity (Sadaqat al-Tatawwu') is permissible for non-belligerent disbelievers and for building and maintaining mosques. As for obligatory Zakat, it is not given to disbelievers, except for winning over those whose conversion to Islam is hoped for, and for strengthening the Muslims. Likewise, mosques are not originally among the permissible recipients of Zakat.
