Insulting the Prophet, peace and blessings be upon him, is disbelief that necessitates apostasy. Disrespecting the Quran is also disbelief. None can enforce the legal punishments (Hudud) except the ruler or his representative, because he has the authority to do so and prevents chaos and strife. This is also because the Prophet, peace and blessings be upon him, and his caliphs used to enforce them.
