Growing a beard is a divinely commanded act, and it is impermissible to shave it except out of extreme necessity or for a preponderant benefit. Attending seminars and conferences or for political purposes are not considered sufficient reasons to shave it. Sheikh Ibn Baz issued a fatwa stating the impermissibility of shaving the beard for political reasons or for dawah (inviting to Islam). A Muslim must adhere to their religion and display its شعائر (outward symbols/rituals).
