Is the librarian sinful if she responds to the manager's request to provide a teacher or student with a larger number of books for a longer period, which violates library rules and the principle of equal opportunity for all?

The books in public libraries are public property, and it is not permissible to dispose of them except according to the conditions set by the higher authority. Any disposal outside these conditions is considered a betrayal of trust and an unauthorized encroachment upon the wealth of Allah, and severe warnings have been issued against such actions. Based on this, it is not permissible for the director to order disposal contrary to library regulations, nor is it permissible to obey her in that regard, because there is no obedience to a creature in disobedience to the Creator.
