The questioner is afflicted with waswasah (obsessive whispering), and is advised not to inspect his private parts or search for what comes out of them. Regarding what he saw of manī (sperm/seminal fluid), it does not necessitate (ritual bath) according to the majority of scholars, and it does not meet the condition of the Shafi'i school. As for the transparent, sticky quantity, it is madhy (pre-seminal fluid), which is impure (najis) and nullifies wudu' (ablution), but does not necessitate ghusl.
