What is Islam's ruling on using singing as a means of entertainment and recreation, to relieve oneself, and listening to it during exercise and leisure time?

If the singing includes impermissible words or a musical instrument used for amusement, then listening to it is unanimously forbidden. A group of scholars has narrated the consensus on the prohibition of listening to musical instruments, except for the duff. The fact that this listening occurs during exercise or leisure time does not justify it or remove the sin. A Muslim should occupy themselves with what benefits them and earns them reward, and remember Allah frequently.
