It is permissible for Hajj and Umrah companies to compete on the quality of their services to attract customers. However, it is forbidden for them to intentionally breach the services they committed to provide, due to the Almighty's saying: (O you who have believed, fulfill [all] contracts) and the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions." If the company breaches its commitment, then, according to Sharia, it must return the equivalent of what it breached to the contractors, unless they willingly forgo it.
