Is it permissible for a woman to wear perfume if the college is exclusively for female teachers, but there are male professors and doctors present?

A Muslim woman is not permitted to follow customs that contradict Islamic law. Rather, she must obey Allah’s commands, adhere to the prescribed Shar’i hijab, and emulate the honorable female companions (Sahabiyat) who promptly adopted it upon the revelation of the verses pertaining to hijab, overcoming the customs of the pre-Islamic era (Jahiliyyah) and societal pressures. A Muslim woman should be a good role model for others.
