Is it obligatory to wear the khimar in a Western country if it draws more attention, while still adhering to the hijab and loose-fitting jilbab?

Scholars have differed regarding the obligation of covering the face. Some have maintained its obligation, while others have held that it is permissible to uncover it if there is no fear of temptation (fitna). However, they all agree on the obligation of covering the entire body except for the face and hands. The more scrupulous approach for a Muslim woman is to cover her face and hands if doing so does not cause her harm or undue hardship.
