Is it permissible to perform Dhikr in communal sessions aloud, or is it restricted to a low communal voice, along with a clarification of the Sharʿī ruling?

If people gather for the remembrance of Allah, it is permissible for them, whether their remembrance is collective or individual, as long as it is not adopted as a regular practice or associated with a Sharia-prohibited act. However, committing to gathering for remembrance in one voice in public places like mosques, and treating it as a ritual, is an innovated bid‘ah, because it suggests that it is a Sunnah or an obligation, and this is not supported by Sharia.
