What is the ruling on using texts from the Qur’an and Sunnah in fictional, unrealistic stories that are created in an imagined world and include characters who quote verses?

Firstly: It is permissible to write fictional novels if they are purposeful and call to goodness and righteousness.

Secondly: It is permissible to use religious texts in stories if the usage is correct. What is clear in its meaning from verses and hadiths, the writer may use as evidence. As for what requires knowledge to understand its meaning, the people of knowledge must be consulted about it. Ibn Abbas (may Allah be pleased with them both) divided Tafsir (exegesis) into four categories:

1. A category known by Arabs in their language.

2. A category that no one is excused for being ignorant of (i.e., clear in meaning).

3. A category known by scholars.

4. A category known only by Allah (i.e., matters of the unseen).
