What should a person do with a book borrowed or given to him by someone who went for jihad and whose fate is unknown? And is he permitted to dispose of it?

Benefit from the book and keep it until you find its owner. If he permits you to dispose of it, then you may do so. Otherwise, you are not permitted to dispose of it, because the default is that the book belongs to its owner unless he explicitly gifts it to you.
