What is the ruling on reciting the Quran before Fajr prayer (between the two adhans) for Imsak in the month of Ramadan?

What happens in some countries—reciting the Quran over loudspeakers between the first and second calls to prayer for Fajr, to inform people of the approaching time for fasting—is contrary to the Sunnah. The Sunnah established the first Adhan for notification and the second for abstaining (Imsak) and commencing the fast. In the Sahihayn, on the authority of Ibn Mas'ud and Ibn 'Umar, the Prophet, peace and blessings be upon him, said: "Let not the Adhan of Bilal prevent anyone of you from his suhoor, for he calls the Adhan at night to bring back your one who is standing (in prayer) and to awaken your sleeper." And he said: "Indeed, Bilal calls the Adhan at night, so eat and drink until you hear the Adhan of Ibn Umm Maktum." This action is among the prohibited innovations (Bid'ah) in religion.
