What the man said is an oath of ila', and it is not permissible for him to refrain from conjugal relations with his wife after four months have passed. He has one of two options: either retract the oath with an expiation for the oath, or divorce. If the oath is repeated with the intention of emphasis, a single expiation is sufficient.
