Is it permissible to use bank interest to pay tuition fees for needy Muslims in non-Islamic institutes, or must it be left to the bank?

Usurious money is unlawful for its earner, and one must dispose of it by spending it on charitable causes and public utilities, such as giving it to the poor and needy, covering the medical expenses of those in need, supporting mujahideen, assisting debtors, funding activities of Islamic centers, and repairing public facilities. It is permissible to spend it on tuition fees and expenses for needy students, even if the institutes are affiliated with disbelievers, as long as the field of study is permissible.
