Is it permissible for the husband to withdraw the divorce case after having divorced his wife twice according to Sharia and after the 'iddah has expired, and to what extent does his recourse to the judiciary affect the number of Sharia divorces?

The wife leaves the husband's authority upon the expiration of her waiting period (iddah) from a revocable divorce, and she becomes a stranger to him, such that his divorce no longer affects her. The mere intention of the husband to go to court to initiate a divorce does not make it take effect. So, if the waiting period has ended and the husband then divorces, his divorce does not take effect. It is advisable to present the matter to trustworthy scholars.
