What is the ruling on someone who knows that something is forbidden, yet acts contrary to that knowledge?

Whoever knows that something is forbidden and acts contrary to it out of laziness and following their whims is sinful. It is obligatory for a Muslim to follow knowledge with action, because Allah described the Jews as those who incurred wrath because they knew but did not act.
