After the Muslims' affairs became stable, he sent messengers and envoys to kings and rulers, inviting them to Islam. The Prophet (ﷺ) sent letters to Khosrow, Caesar, Negus, Hawdhah, Amr ibn al-Aas, and others, inviting them to worship Allah alone. The Prophet's (ﷺ) letter to Heraclius invited him to Islam, clarifying that his conversion would preserve his dominion and grant him a double reward, and if he turned away, the sin of his subjects would be upon him. Among these kings, only Negus, the first king of Abyssinia, and the king of Oman and his brother, embraced faith. Heraclius almost converted, were it not for his fear for his dominion and his people.
