Is it permissible to delay prayer beyond its prescribed time if there is a continuous discharge of pre-seminal fluid (madhy)?

Madhiy (pre-seminal fluid) is impure. Its emission nullifies ablution (wudu), and requires washing the entire male organ. Whoever is afflicted with continuous emission of madhiy, such that it does not cease for a time long enough to perform the prayer, should perform ablution after the entry of the prayer time, and then pray the obligatory and supererogatory prayers. He must renew his ablution for each obligatory prayer. What soils the garment from madhiy must be washed. If washing is difficult, he may pray in his condition, and it is advisable to tie a cloth around the area to prevent its spread. If the madhiy ceases for a time sufficient to perform the prayer with its conditions, then it is obligatory to perform the prayer within that time, even if he misses the congregational prayer.
