Does the effect of the evil eye on the afflicted person disappear by regularly drinking water over which [Qur’an] has been recited and anointing oneself with oil over which [Qur’an] has been recited, and what is the specific time for reciting the morning and evening remembrances (adhkar)?

The scholars have permitted ruqyah with water, drinking it, and washing with it. Similarly, reciting [Quran] over oil, consuming it, and anointing oneself with it [is permitted]. It has been affirmed from the Salaf that they would recite over water or similar substances, then drink it or wash with it, to alleviate or remove pain, because the words of Allah are a cure. Ibn al-Qayyim mentioned his personal experiences of seeking healing with Al-Fatiha, wiping it over pain, and drinking Zamzam water after reciting Al-Fatiha over it. It has been reported that Imam Ahmad used to recite over water to be drunk and used for washing. Ibn al-Qayyim also mentioned that certain Quranic verses are recited over water, then poured over the head of a person afflicted by magic, for healing from sorcery. Sheikh Ibn Baz stated that treatment by reciting over water and pouring it over the patient is Islamically permissible, provided the recitation is sound. As for morning supplications, their time is between dawn and sunrise, and evening supplications are between 'Asr and sunset.
