Is a drowned person considered a martyr even if their deeds were bad, and will they be punished for their misdeeds?

Allah forgives the drowned person every sin except debt, because he is a martyr. This is a grace from Allah upon the Ummah of Muhammad (peace be upon him), as He has made difficult deaths a purification for their sins and an increase in their rewards.
