Matters that can be used for both lawful and unlawful purposes, and there is a concern they might be used for unlawful purposes, may be manufactured for anyone who requests them, unless it is highly probable that the requester will use them for unlawful purposes. In that case, it is not permissible to manufacture them for that person.
