It is permissible for you to give your Zakat to your husband if he is in debt and unable to repay it, as long as his debt was not incurred in an act of disobedience. There is no harm in this, even if he owes you money. There is also no objection to him returning it to you as repayment for the debt you are claiming from him, provided that this was not a condition when you gave the Zakat.
