The community must answer the call to prayer (adhan) and head to the nearest mosque, unless the mosque is very far or there is a valid excuse preventing them from going. In such a case, they pray in their place and suffice with the adhan they heard, and then perform the prayer (iqamah). As for whoever hears the call but does not respond, they incur sin unless they have an excuse.
