The word "prostitution" (البغاء) in both language and Islamic law means fornication/adultery (zina). It was used in the noble verse: "And do not compel your slave girls to prostitution" to refer to compelling slave girls to commit zina during the pre-Islamic era (Jahiliyyah), as Abdullah ibn Ubayy did. This expression is eloquent and suitable for the context of moral instruction and nullifying what the people of Jahiliyyah used to practice. As for the verse: "The fornicating woman and the fornicating man, flog them," it came in the context of legislation and clarifying the explicit punishment for zina. And whoever compels his daughters to such acts is a pimp (dayouth), devoid of honor, and a betrayer of the trust that Allah commanded him to protect from the Hellfire. The Prophet (peace be upon him) warned that a pimp would not enter Paradise.
