What is the ruling on transferring ownership of an office telephone from one government entity to another government entity for use in office matters, given that the telephone is owned by the first entity?

Public properties of the state must be preserved, due to their sanctity and their connection to the rights of the general public. No one is permitted to dispose of them unless authorized to do so, based on the Prophet's (peace and blessings be upon him) saying: "Muslims are bound by their conditions, so long as what is agreed upon is in accordance with the truth."
