Is expiation obligatory for someone who swore by Allah, "By Allah, I will not return to anything," due to obsessive thoughts, without specifying anything?

If a person suffering from WASWAS (obsessive doubts) makes an oath and then breaks it due to WASWAS, there is no expiation required of him. However, if he breaks it by his own choice, for something he was capable of avoiding, then expiation is required of him.
