Is the sin of a man who committed all acts with a girl short of intercourse considered among the major sins?

This man's actions with a woman who is a stranger to him are forbidden and a great evil, and they are among the major sins. For looking at a non-mahram (definition) woman with lust, especially with the fear of temptation, or touching her, or being alone with her (khalwa (definition)), are all considered major sins. The Prophet, peace and blessings be upon him, said: "The son of Adam has his share of adultery decreed for him, and he will inevitably realize it. The adultery of the eyes is looking, the adultery of the ears is listening, the adultery of the tongue is speaking, the adultery of the hand is seizing, and the adultery of the foot is stepping. The heart yearns and wishes, and the private parts either confirm or deny that." Both the man and the woman must repent to Allah for what they have done, fulfilling the known conditions of repentance.
