What is the ruling on touching the name of Allah with unclean hands?

There is no blame on someone who did not intend apostasy. A Muslim is afflicted with severe whispering (waswasa) regarding the issue of apostasy, so he must fear Allah the Almighty, desist from these whispers, and not indulge in them, for they are from the inspiration and snares of Satan, and they may lead to undesirable consequences.
