The answer

Zakat is obligatory on this land if it was intended for trade at the time of purchase, and a full lunar year has passed since then. Its value must be calculated at the end of the year, and a quarter of one-tenth (2.5%) of the value must be given as zakat. However, if the intention changed before the completion of the year, or if there was hesitation in the intention for trade, then there is no zakat on it, because the continuous intention for trade throughout the year is a condition for zakat to be obligatory. But if the hesitation occurred after the completion of the year, then zakat is due only for that particular year.
