The reformers must guide both parties to abandon stubbornness and the forbidden pursuit of harm. The husband must be reminded of the prohibition against exploiting his wife's circumstances and intending to harm her, and that it is not permissible for him to be unyielding with her if she has a legitimate শরعي excuse that permits her to seek divorce or khul'. An attempt can be made to convince the wife to ransom herself with whatever she can to free herself from her husband. If that is not possible, and there is a legitimate শরعي excuse for khul' or divorce, they can refer the matter to the Imam of the mosque or the director of the Islamic center to act as a judge and rule between them, and his ruling will be binding on both parties.
