Is praying two rak'ahs a third of an hour before Fajr considered part of the night vigil (qiyam al-layl)?

Prayer in the last third of the night is one of the greatest acts of worship, and a Muslim should seize this opportunity by increasing in prayer and supplication. Even if one limits it to two rak'ahs, their reward will not be lost. Whoever prays two rak'ahs and then performs one rak'ah of Witr prayer is considered to have performed Qiyam al-Layl (night vigil prayer), and Allah multiplies the reward for whomever He wills. It has been reported that whoever prays 'Isha in congregation is as if he has prayed half the night, and whoever prays Fajr in congregation is as if he has prayed the entire night.
