Is it permissible for a woman in a state of ihram to shave dense facial hair resulting from a hormonal imbalance?

It is not permissible to shave body hair during the state of Ihram except for a valid excuse, as shaving hair is unanimously prohibited for someone in Ihram because it contradicts the state of Ihram. This includes shaving any hair from the body. Some scholars, however, are of the opinion that the prohibition applies only to shaving head hair, and that it is not forbidden to remove other body hair due to the absence of evidence prohibiting it.
