What is the ruling on subscribing to health insurance companies if the insurance is affiliated with a professional syndicate and membership in it is mandatory?

"Health insurance is not permissible in Islam because it is based on Gharar (excessive uncertainty) and Ghabn (deception/unfairness). However, if a person is compelled to acquire it due to the laws of the land, then there is no blame upon him."
