Is everything that is forbidden (its ruling is haram)?

The preponderant opinion among the scholars of Usul al-Fiqh (principles of Islamic jurisprudence) is that a prohibition (nahy) implies prohibition (tahrim), unless a legal indicator (qarinah shar'iyyah) diverts it to mere dislike (karahah) or guidance (irshad). Among the proofs for this is the Almighty's saying: "And whatever the Messenger gives you, take it; and whatever he forbids you from, abstain from it." (Quran 59:7) And His saying: "And let those who oppose his command beware, lest fitnah (trials, tribulations) strike them or a painful punishment befall them." (Quran 24:63)
